Joffrey's ability affects characters in the same way as Jon Snow (TTS) or Spearmaiden. When you satisfy claim, you must choose among the characters that "must be chosen for claim". If the claim value is higher than the number of such characters, you must choose additional characters up to the total claim value.

A character that cannot be killed or leave play (for instance, due to The Crone) cannot be chosen for claim even if it "must be chosen for claim".

If a claim replacement ability is used during a challenge, claim is not applied (note that Vengeance for Elia is an exception to that rule, because it specifically applies "normal claim effect"). That means non-unique characters can be chosen when triggering abilities like The Seastone Chair. On the other hand, if claim is applied outside of a challenge (for instance, with Trial by Combat), Joffrey's ability applies.

There are no play restrictions on Joffrey's Crossbow, so you can attach it to an opponent's character if you like. The ability will then apply while that character is attacking you or another player.
