Interesting build, I do like this intrigue heavy concept in Martell.
Though this seems to be a very kill-focussed deck, since you got very little means to gain power - other than through normal challanges - which could be a bit too slow. So I'd include some Doran's Game, The Scorpion's Sting or at least The Boneway.
Lastly I am not sure about Whisper Campaign, because this plot can only enter play through Rains, which is obviously past marshalling, so what do you hit with this? - The Hound and Burned Men - is that it? ... not to mention the anti-synergy, if you plan to Arianne --> non-intrigue-char (Hotah!) yourself.

Also I am sure, that Little Bird is not necessary - targets here are only Bastard Daughter, Areo Hotah, Syrio Forel and Nymeria Sand - all your other characters do have Intrigue icons already, which is plenty.
