Revealing the card is the cost of the ability, so it happens even if the effect is canceled.

You cannot reveal a card that is already revealed (for instance, due to Stolen Message). If you cannot pay the cost of revealing the top card of your deck, the ability cannot be initiated.

If an interrupt like Margaery Tyrell (TIC) or Sweetrobin is used, the cost is still considered to have been paid and the ability resolves successfully.

The card stops being revealed after the ability has resolved.

If you trigger multiple copies of Agent of the Citadel in the same reaction window (or in different reaction windows, but before the reduction is "spent"), you can reduce the cost of your next shadow card by more than 2.

Any effect that causes a card to come out of shadows is considered to be "bringing a card out of shadows", so using an ability like The Queen of Thorns (TMoW) will "spend" the cost reduction provided by Agent of the Citadel.
